Mr. Dereck Rajack, B.Sc., FRM - Chief Executive Officer

Mr Dereck Rajack, FRM, is a highly experienced risk management professional, having served for over 20 years in the financial services sector of the Caribbean. He is an effective and proven leader with over 15 years in executive and senior leadership roles, leading teams of professionals with varying technical and cultural backgrounds across multiple territories. During this time, he held roles in overall enterprise risk management as well as specialised roles in credit risk and market risk management.

Mr Rajack holds a B.Sc. in Mathematics (First Class Honours) from the University of the West Indies, the Financial Risk Manager (FRM) professional designation as well as the Sustainability and Climate Risk (SCR) certification, both from the Global Association of Risk Professionals.

Dr. Kathryn Budhooram, PMP, MBA, B.Sc. - Senior Manager, Rating Operations, Stategic Planning & Brand Development

Dr. Kathryn Budhooram is a Senior Manager, Rating Operations, Strategic Planning, and Brand Development at CariCRIS.  In this position, she leads a team responsible for providing credit ratings and analyses for companies spanning the financial and corporate sectors throughout the region. Prior to joining CariCRIS in 2010, Kathryn was employed at Caribbean Money Market Brokers Limited (CMMB) for five (5) years, where she last held the position of Bond Trader with a focus on US Treasuries, Eurobonds and US$ denominated bonds for the Held-for-Trading and Available-for-Sale portfolios.  During her tenure at CMMB, Kathryn was also selected as a Subject Matter Expert - Repo Module for the company’s business aspect of the Core Business Application where she was involved in its implementation in the firm’s offices in Trinidad, Barbados and St. Lucia.

Kathryn holds a Doctor of Business Administration (D.B.A.) from the Arthur Lok Jack Global School of Business. She is also a Project Management Professional (PMP) and is a member of the Project Management Institute, USA.  She holds a Master of Business Administration (M.B.A.) in International Business from St. John’s University, N.Y., USA where she graduated Beta Gamma Sigma and a Bachelor of Science (B.Sc.) in Economics from the University of The West Indies (St. Augustine).

Dr. Stefan Fortuné, Ph.D., Senior Manager - Ratings, Research and Training

Dr. Stefan Fortuné is the Senior Manager, Ratings, Research & Training at Caribbean Information and Credit Rating Services Limited (CariCRIS). In this role, he leads a team responsible for providing research and analysis for the credit ratings of sovereigns, corporates and SMEs throughout the region. Stefan specializes in SME Ratings and was a member of the team that piloted the SME credit rating product in Jamaica in 2009. Stefan has since led several other SME credit rating assignments and is currently spearheading an Inter-American Development Bank (IDB)-funded SME Ratings project in the Caribbean. Stefan has also facilitated several workshops throughout the Caribbean in SME credit risk analysis.

Prior to joining CariCRIS in 2007, Dr. Fortuné participated in an internship at Guardian Holdings Limited. There he was exposed to the functions of the various departments but eventually assigned to function in the internal auditing department.

Dr. Fortuné holds a Ph.D. in Economics from the University of the West Indies with research interest in consumption behavior, welfare economics and poverty alleviation.

Ms. Nicole Budd, MBA, FCCA,CA Senior Manager Finance & Administration

Nicole Budd is the Senior Manager – Finance & Administration at CariCRIS. In this position she is responsible for Cash and Treasury Management, preparation of Financial Statements in accordance with International Financial Reporting Standards (IFRS), preparation of the Company’s Annual Budget and quarterly Management Accounts. Prior to joining CariCRIS in 2007 Nicole worked in an accounting role in various sectors, both private and public, including Manufacturing, Retail and Financial Services.

Nicole holds an M.B.A (International) from the Arthur Lok Jack Graduate School of Business (2005), and is a member of the Chartered Association of Certified Accountants (ACCA) since 2000 and a ACCA prize winner in the June 1996 ACCA exams.

Mrs. Kimberly Chan-Boodram - Manager, People & Culture

Mrs. Kimberly Chan-Boodram is the Manager, People & Culture at CariCRIS.  She has been employed with CariCRIS since November 2022 with responsibility for human resources and corporate culture.

Prior to joining CariCRIS, Kimberly worked as a Human Resources Executive within the financial services sector.

Kimberly is currently pursuing her Doctorate in Leadership and is the holder of an MBA – General, UK bachelor’s degree in human resources, several Diplomas in Mental Health, Human Resources, Legal Studies and over 50 certificates in HR, Accounting, Leadership, Psychology, Law, Project Management and Information Technology.

Ms. Anelia Oudit - Manager, Ratings

Ms. Anelia Oudit is a Manager, Ratings with Caribbean Information and Credit Rating Services Limited (CariCRIS).  In this capacity, she is responsible for the leadership and management of the ratings team on several ratings throughout the Caribbean. Anelia is a credit risk professional with over twelve years’ experience and specializes in the preparation and recommendation of credit ratings for corporates and various debt instruments across numerous industries. During her tenure at CariCRIS, Anelia was also a team member of a Small and Medium Enterprise (SME) credit rating assignment commissioned by the Inter-American Development Bank (IDB) through its Compete Caribbean project that involved SMEs throughout the Caribbean.

Ms. Oudit holds a Bachelor of Business Administration (Finance & HR Specialisms) with distinction from the University of New Brunswick in Canada and a Master of Business Administration specializing in Finance with distinction from Heriot-Watt University in the United Kingdom.

Mr. Keith Hamlet - Manager, Ratings

Mr. Keith Hamlet is a Manager, Ratings at Caribbean Information and Credit Rating Services Limited (CariCRIS). In this role, he leads a team responsible for providing research and analysis for the credit ratings of corporates throughout the region. Keith has also participated as a presenter in external workshops relating to the assessment of corporates within the region using CariCRIS’ methodology.

Prior to joining CariCRIS in 2017, Mr. Hamlet was employed at the National Bank of Dominica Limited. There, he held positions as Credit and Business Development Officer- Underwriting and Marketing Officer- Research and Development.

Mr. Hamlet holds an M.Sc. Degree in Economics from the University of the West Indies with research interest in fiscal policy within the OECS region.
